The Minister for Petroleum and Natural Gas, Dr M. Veerappa Moily today (21.01.2014) launched the scheme for sale of 5 kg LPG cylinders at BPCL petrol station in Defence Colony New Delhi. These small sized cylinders would be sold at market price with minimal documentation at OMC Retail Outlets (Petrol Stations). Minister of State for Petroleum and Natural Gas Smt Panabaaka Lakshmi was also present on the occasion. With this launch, the 5kg cylinders will be soon made available through 17 more Petrol Stations in NCR Delhi (list attached).
The scheme has already been launched in Mumbai, Chennai, Kolkata and Bangalore through Company Owned Retail Outlets (Petrol Stations) in Oct 2013. As there are very few Company Owned Retail Outlets across cities, the Ministry of Petroleum & natural Gas approved sale of 5kg cylinders through other Retail Outlets as well to improve the reach of the scheme. The scheme was launched in Hyderabad in November 2013.
This scheme serve the emerging segment of new consumers like IT professionals, BPO employees who want LPG but in absence of proper proof of address (POA) cannot access the same through regular LPG distributors. Further, because of their highly uncertain work timings, they may not be able to visit the distributor or be at home to receive cylinders during normal working hours. For some consumers, the need is in small parcels or arises at odd times of the day when distributors may be closed.
Further, the scheme allows sale of 5kg LPG cylinders at market price with just a Proof of Identity (POI) through Retails Outlets (Petrol Stations) to meet the need of such consumers. The sale of 5kg cylinders is (Equipment) at Non Domestic rates with/without regulator for the first time by charging Rs.1000/- plus applicable taxes for the cylinders and Rs. 250/-plus applicable taxes for regulator. The cost of product and refills i.e. LPG will be as per non domestic rates applicable in the market.
The 5 kg cylinders scheme has been well received by the targeted segment of consumers in the cities of Bangalore, Chennai, Mumbai, Kolkata & Hyderabad.
